maint: Update Enablement to Core Platform in yaml files
Why is this change being made?
Enablement has moved to Infrastructure and renamed to Core Platform. See https://docs.google.com/document/d/14oBM7PZr_6WaN6s46JZGnc7avxZ87RoXWl6B39fS7fA/edit for details.

This change replaces the hierarchy in the Team yaml files, and the associated search queries that populate team pages in the Handbook.
NB: this will very likely break something I'm not aware of (sisense dashboards?), but we'll fix that when we know it.
