Why is this change being made?

💡 Provide a detailed answer to the question on why this change is being proposed, in accordance with our value of Transparency.

We should make the language we use around getting a tenant onto their GitLab Dedicated instance more MECEFU. The differing use of "onboarding" with the Dedicated teams, CSMs and customers is confusing in both communication and in docs.

This MR introduces a small change that might address this:

  • Environment Automation and Switchboard currently use "onboarding" for provisioning a instance, and consider a customer "onboarded" when the instance has been provisioned. Let's "provisioning" for this stage, and "provisioned" when its completed.

As an example, we have "Onboarding to GitLab Dedicated using Switchboard" in the docs. On closer read, these are all actions needed to be taken before tenant creation/provisioning. Whereas customers and CSMs generally think of "onboarding" as steps taken post-provisioning.
