Updating "effective date of changes" section

Why is this change being made?

Removing, updating, and consolidating the User limits FAQ on about.gitlab.com as user limits have been enforced as of June 2023 and much content is out of date and no longer needed on this page. Content that is still relevant will be moved to the Free Use limit docs page.
