Add Taka Nishida as trainee maintainer for gitlab agent

Why is this change being made?

Three months have passed since I joined GitLab and I've gotten familiar with Gitlab Agent. Now it is a good timing for me to be trainee maintainer and provide more reviews for gitlab-agent project.
