Why is this change being made?

One of Procurement's Q3-FY24 OKRs is to clean up the Procurement Handbook page to remove duplicative and out of date information and consolidate the information so it is easier for readers to find the information they are looking for. We have also had a number of process updates in FY24, so this update captures some of these.
