Clarify Typical PM Promotion Criteria

Why is this change being made?

This MR makes the following changes:

  • Adds information about requirements for PMs to be promoted
  • Restructures the CDF for Individual Contributor Product Managers section
    • Breaks the section out by evaluation categories
    • Combines the Competencies with the CDF expectations
  • Cleans up the page by making a few other minor formatting changes and by removing some text that is no longer relevant
