Why is this change being made?

This MR updates the MVP selection date in the nomination issue template. This change reflects the upcoming changes to the MVP selection process when the release date changes from the 22nd of the month to the third Thursday of the month. The MVP selection will continue to be 1 week prior to the release date by changing to the second Thursday of the month.
