Remove works by default

Why?

This handbook page was created to show where we were in an "on by default" journey. It is incredibly manual and hard to keep to up to date, not to mention it is tied to Features.yml which is going to change when it migrates to Contentful. So, we might as well get rid of this page, as it is not really looked at or serving any purpose.
