Create Runway direction page
Why is this change being made?

This change creates a direction page for the Runway product. Direction pages are GitLab's SSoT pattern for the business goals, strategic roadmap and reasoning for specific product investments. Runway is an emerging internal facing PaaS for GitLab teams. It is differentiated and broad scoped enough that it should have its own direction page, that contains links to all the documents required and acts as the SSoT for the strategy and sequential (un-detailed) roadmap. This in combination with the technical blueprint should be enough to enable decentralised decision making and align teams to the strategic direction of the platform.
