Add timofurrer as gitlab-cli reviewer

Why is this change being made?

Add myself as a reviewer for the gitlab-cli project, according to the process here. The gitlab-cli is one of the few Go projects at GitLab and I feel like I can offer some of my time to contribute to that project.
