Acting Roles and Internal Mobility

Ursela Knezevic requested to merge urselak-master-patch-b876 into master

Why is this change being made?

Updating the Promotions and Transfers Handbook page to add a clarifying section related to team members in unofficial acting roles and internal mobility. For this clarification, I have specified that team members in unofficial acting capacity roles may not need to interview for the active position that they've been in when it becomes available PROVIDED that there is Hiring Manager, Team Member and PBP alignment to support that move.

The topic related to acting roles and internal mobility was discussed in the R&D EGroup skips meeting on September 7th and September 14th, with an R&D Leadership ask that clarification be provided on how to proceed in such cases of acting interim > permanent internal mobility movement.
