Clarify CA FedRAMP triage date

Why is this change being made?

This merge request amends the date by which the groupcomposition analysis FedRAMP triage process must be executed in order to clarify expectations of participants in the reaction rotation process. This was done to reflect that the 1st of the month may fall outside normal working hours (e.g. in falls on a Sunday this month).
