General updates and add control automation intake section
Why is this change being made?
There is a new template available to use for control related automation requests and this change highlights that as well as provides insight into why the template varies slightly from the general request template.
This MR also updates some other areas that do not appear to be accurate any longer given the current working style of the team and how work is organized.
