Add VM reimbursement for QEM position

Why is this change being made?

We are updating the technical interview process for Quality Engineering Manager position where we will be shifting from using the GDK for runnig GitLab to Docker. Some candidates will not be able to run GitLab in Docker on their personal computers and my require a cloud provided VM. This MR adds necessary documentation to allow for this accommodation.
