Why is this change being made?

This MR is a group project submission for GitLab's Elevate training. We've chosen to collect resources to compliment the skills taught in Elevate, and to add them to the appropriate handbook sections. These resources help reinforce the concepts taught in Elevate module 3: Developing Others. Anyone looking to improve their feedback and coaching skills may also find value in these resources.

Changes include Additional Resources for both Coaching and Giving Feedback.
