Add historic releases to releases.yml

Why is this change being made?

We are in the process of redefining the single source of truth (SSOT) for release dates in part of the effort to adjust the release date to 3rd Thursdays. The new SSOT will be releases.yml. The deprecated SSOT is release_managers.yml. In this MR, we copy the historic releases from release_managers.yml to releases.yml. The only changes made are the format of the dates to be ISO strings.
