Draft: Tidy up Dev Section Direction

Why is this change being made?

The Dev Section direction page has a few formatting and date typos. This MR is being proposed to fix those. It is not proposing any strategy updates or change in direction as I don't have enough information to do so or to fact check if the rest of the information is up to date.
