Update TPRM Handbook Language for SIG Chart and PII statement for new Low Risk Orange Approvals

Why is this change being made?

Ty had a question around why our Professional Service SIG requirements had "See Below" in our requirements chart, which did not an explanation below in the SIG Questionnaire section. Removed to not cause any further confusion around requirements.

Additionally, during the SecRisk team meeting on 8/21/23, it was discussed changing GitLab team member PII to personal data, to distinguish specific data element requirements for the new Low Risk Orange vendors. PII was very broad and could include SS#, where the new requirements were referencing employee name, address, phone number.
