Adding in rotating responsibilities for PE Team Members

Why is this change being made?

Proposal described in gitlab-org/ci-cd/pipeline-execution#169 (closed). This will ensure we are accounting for the "extra" work that tends to interfere with our other commitments but is necessary and important.
