Draft: Update Environments JTBDs

Why is this change being made?

In February, the Configure and Release team came together and with that their JTBD statements. The goal of this MR will be to review existing jobs from the Release and Configure teams, and adjust them as we see fit for groupenvironments

Author Checklist
