Remove release post item that was duplicated from 16.1
Why is this change being made?
This release post item was already published in 16.1: https://about.gitlab.com/releases/2023/06/22/gitlab-16-1-released/#beautify-the-ui-of-cicd-pipelines-and-jobs
It just got merged late, and when bringing it into the 16.1 release MR, it got accidentally duplicated instead of being moved. The 16.2 tooling brought in the duplicate, so we just need to delete it.
