Encourage international train travel and make maximum expensable amount equal to flights

Nick Veenhof requested to merge master-patch-2631 into master

Why is this change being made?

It does not make any sense that we would not allow trains to have the same expensable amount as flights when travelling internationally. In Europe, a train is sometimes faster than a flight (Brussels <> London) and also better for our environment. This should be reflected in our expense policy.

Why am I raising this?

I travelled to London twice, and both times I needed manager approval as my train travel to London was over $100. But if I fly to London with a flight of 1.5K, I would not require my manager's approval. This doesn't add up 🙂
