Update file index.html.md.erb to fix broken link
Fixes #34373.
Steps to reproduce
- Go to this link: https://about.gitlab.com/handbook/security/
- Search for the words: "create an issue"
- Click on the link (https://gitlab.com/gitlab-com/business-ops/change-management/-/issues/new?_gl=11ts3262_gaNDM5MDkyODA0LjE2ODg4OTUxNzg._ga_ENFH3X7M5Y*MTY4OTA0MzEwNy42LjEuMTY4OTA0NTI2MC4wLjAuMA..&issuable_template=change_management_okta) and you will get 404.
Potential reason: The repo is probably changed and that's the reason why we get 404.

Looks like the repo is moved. I am updating the broken link to the following link to fix the issue: https://gitlab.com/gitlab-com/business-technology/business-technology-ops/-/issues/new
