Draft: Update to HB/CES process for contracts in France

To move from requiring a contract per hire in France to having 3 template options in Greenhouse and a process whereby CES/TA can reach out to legal for CBA classification text, and for direction on the appropriate template to for a new hire and work through greenhouse as normal, subject to pasting the classification text provided by legal into the offer. This is to speed up the process of getting offers out to candidates in France and making contract management more manageable for legal.
