Why is this change being made?

This change is being made in order to document a tiering system for marketing technology. The goal of establishing tiers for marketing technology is to clarify roles across the marketing organization and to more accurately prioritize support provided by the Marketing Operations team.

Next step is to gather feedback from across the Marketing Org.
