Update Delegate Approver actions for DRs

Why is this change being made?

Deal Registration review request email notifications are not sent out to assigned delegate approvers. We've updated the handbook section to emphasize reviewing the pending DR report as a workaround to ensure DRs are reviewed within SLA.

Author Checklist
