Removing duplicate steps

Why is this change being made?

This change removes extra steps that are being done by tech writers.

The tech writers review the release post items before they do the structural review, so they don't have to do these steps again.

In addition, the release post manager is doing the same steps that the writer is repeating.

This MR removes duplication of effort.
