Suggest issue tracker instead of Slack for contacting the Dedicated Infra team to make configuration changes

Why is this change being made?

This MR updates the GitLab Dedicated Handbook used by the GitLab Support team. Presently, the configuration changes section says:

When any changes to the tenant instance are required, please contact the GitLab Dedicated infrastructure team on Slack, using channel #g_dedicated-team

This MR adjusts that guidance to direct folks to the GitLab Dedicated issue tracker.
