Update ProdOps DRIs throughout the handbook

Earlier this year, we made some staffing changes. Part of those staffing reorganized the Product Operations team leaving just @justinfarris as the sole DRI.

This MR updates handbook pages and project templates to reflect that reorganization.

Note to the reviewer: this also includes some typo fixes and whitespace formatting which may make this more time consuming to review. 🙏
