Feature category names should not contain symbols

Why is this change being made?

The feature categories identifiers present in stages.yml should not contain symbols as part of it.

In a previous commit, the category groups_&_projects was introduced. However, it should be named groups_and_projects to avoid breaking some of our automations, such as gitlab-com/gl-infra/scalability#2362 (closed).
