Add version requirement for offline cloud license

Why is this change being made?

When approvals are sought for offline cloud license, approvers and requestors must also consider the version required for offline cloud to work. If the customer is not on the required version, a different license is needed. This MR specifies that version 15.0 or higher is required for offline cloud licensing.
