Use bullet separator between roles and people on Categories page

Why is this change being made?

The list of roles/people in the categories/stage document, https://about.gitlab.com/handbook/product/categories/#plan-stage, is very difficult to visually parse.

Although I think we should attempt to find a better way of displaying this information in general, replacing the | with a • makes it slightly easier to parse visually.
