Adding scope of privacy review details to Zip Procurement documentation

Why is this change being made?

Privacy wishes to document that full privacy reviews are only required every 24 months. Adding this to the Zip documentation for privacy reviews will provide useful context for requestors related to the SLA for Privacy reviews on renewing vendor agreements.
