Recommend curl instead of reqbin for enabling feature flags in review apps for UX review

Why is this change being made?

Even if review app tokens are not particularly sensitive, we should never suggest that team members paste API tokens into online tools. curl is a moderately accessible tool already present on team member laptops, so I propose we use that instead.
