Draft: Clarification on open source software use

Why is this change being made?

There has been some team member confusion folowing recent changes to the location and nature of the guidance on using open source software.

To address this, some additional text changes have been made to this handbook page, explaining that the updated guidance lives in the legal & corporate affairs handbook, and that the nature of the guidance has been altered to leverage use of a third party list (rather than an in-handbook list) to comprehensively list what OSS license types are pre-approved for use at GitLab, and which require legal review.
