Update process for ordering swag

Why is this change being made?

The previous process for ordering swag for customers, teams, TMRGs, etc. lacked transparency and was often unclear and inconsistent. This new process we've worked on with the Finance team and the Boundless (swag vendor) team moves all swag orders into the GitLab tool. Team members will open an issue (using templates we've created) each time they want to start an order. This will allow us to better:

  1. Track orders and conversations about them (instead of being in an email thread with no visibility)
  2. Ensure that each team has approved budget before placing the order
  3. Manage approvals and reviews of custom items
  4. Provide transparency to team members about how the swag program works

We've distinguished between small and large orders so that team members do not have to wait on a PO to be created if they just want a couple of t-shirts for a customer.

Once this is merged, we'll do lots of internal socializing of this new process so that all team members are aware. We'll also continue to iterate on this process moving forward as we start to use it and get feedback.
