Update what we are working on package

Why is this change being made?

This MR updates the grouppackage registry handbook to update the "what we are working on" section which was a bit out of date.

• Remove CI events for Package as we are blocked by the Verify team's implementation
• Remove phase 2 of package-cleanup policies as it's not currently a priority
• Add key improvements for NuGet which we will start in 16.1.
