Add potential Guest user tool to Sales handbook

Why is this change being made?

The potential guest users tool is an important part of the GitLab ecosystem and serves as a significant benefit to the go to market organization. It was set private due to unclear guidance how to share tools that may decrease seat count in upcoming opportunities.

This MR adds the tool explicitly to the Sales handbook to clarify the process and its position in the Sales cycle explicitly. This change was requested here.
