Create Handbook Page for TD: Campaign Performance dashboard

Why is this change being made?

As a marketing data analyst I would like to create a handbook page for the upcoming TD: Campaign Performance dashboard so that marketing stakeholders are enabled and able to use the dashboard with confidence.
