Why is this change being made?

The Privacy Team updates the last line of this handbook page to bring it into current alignment with GitLab practice which recognizes Global Privacy Control (GPC) when present.

GPC is a valid method of opt-out for the sale/share of personal data under the California Consumer Privacy Act and must be respected. Where DNT is not widely adopted by the industry, in part due to the lack of legal mandates for its use, and unclear standards and guidelines for how websites are to interpret the header, GPC does have the backing of data privacy laws in the U.S. and GPC may also be used under GDPR in the EU as a method to object to the processing of personal data.
