Update Current Offerings certification link

Why is this change being made?

This MR updates the Current Offerings Certification link to point to the most current version in Level Up. As part of our Level Up launch, we've created a dedicated page with information on our Certifications. Since the learning content is housed in Level Up, this makes it easier to direct learners to registration and keep content current without as many manual updates.
