Draft: Tech Stack: Update Stripe Business Owner

Why is this change being made?

Currently in our tech stack, @s_mccauley is listed as business owner for Stripe. However, this was only temporary (see thread here). Purpose of this MR is to update the teck stack with the new Business Owner.
