Full copy-edit of the Technical Writing handbook

A full copy-edit to the Technical Writing page, updating grammar, vocabulary, typos, links, structure, clarity, etc... I submitted this last week, but a merge conflict got introduced, and I wasn't submitting from a good branch name anyways. I closed that MR and restarted this with a docs branch name, so should be a little clearer now. I didn't change the essential content, FYI.
