Move down DevSecOps Stages/Personas sections down and add contributions

Why is this change being made?

• Moving DevSecOps and Personas sections down the page as discussed in Product#5545 and removing duplicate references.
• Updating the Contributions section and pointing to the correct location for contribution info.
• Added Contribution section as a sub-section of DevSecOps stages
