Remove Manage from the marketing page

Why is this change being made?

I have noticed that the Manage icons in the 15.10 Release Post are still pointing to the marketing page, but the only content that users arrive at is: https://release-15-10.about.gitlab-review.app/stages-devops-lifecycle/index.html

A few months ago it was decided that Manage would not appear on the marketing pages anymore, so I am proposing here to set the marketing flag to false.

Author Checklist
