Why is this change being made?

1. Added note about merging with CI and link to CI direction page (this is interim until we merge altogether)
2. Added links to issues lists by label for key themes/focus areas - see https://gitlab.com/gitlab-org/fulfillment-meta/-/issues/1126 for details
