Add error budget exception for Tenant Scale group

Why is this change being made?

After the recent realignment, the Manage:Organization and Pods teams combined to form the Enablement:Tenant Scale group. This team has inherited the endpoints owned by the former Organization group, some of which contribute to consistently exceeding the team's error budget due to complex performance issues and payload bloat.

The Tenant Scale team is seeking to renew the error budget exception for Manage:Organization in order to focus on achieving the team's long-term goal to horizontally scale gitlab.com with a Cells (formerly called Pods) architecture. Moreover, this exception would allow the team time to coordinate and schedule API changes that have been suggested to address payload bloat and rate limit issues.
