Update NetSuite, Stripe and Xactly CEA Business Owner in tech_stack.yml

Why is this change being made?

The prior business owner of NetSuite, Stripe and Xactly CEA is no longer with GitLab. Need to update tech_stack.yml to ensure that the business owner listed is accurate.

Based on Slack Conversation in #financesystems_help:

Author Checklist
