Software supply chain security working group

Sam White requested to merge create-sscs-working-group into master

Why is this change being made?

We are creating a new working group to address key software supply chain security needs in FY'24. Individuals who are interested in joining the working group may add their name to the Roles and Responsibilities section as a suggestion in the MR. Those who are interested in exploring joining the working group are welcome to set up a coffee chat with @sam.white if they would prefer to discuss the project synchronously.
