Bring consistency to Solution Architecture handbook navigation

Why is this change being made?

Navigation section of handbook currently is done by copy-pasting it for every page, which means it is extremely inconsistent right now. This MR intend to bring consistency to this by moving the navigation bar into an include file and reviewing all pages for consistency
